The licences for quantity exceeding 100 kgs of manufactured fireworks and 500kgs of Chinese sparklers/crackers are granted by the Joint Chief Controller of Explosive, Faridabad Haryana after receipt of No objection certificate issued by the Addl. Commissioner of Police, Licensing Delhi.
The application form for the permanent fireworks licences shall be available free of cost in the office of Additional Commissioner of Police, Licensing, Delhi in the prescribed format. It shall also be made available for download on the website of Delhi Police Licensing Unit. The application form duly filled along with all the required documents will be submitted at the Office of Additional Commissioner of Police, Licensing.
The conditions as envisaged under of Explosive Rules, 2008 shall be adhered to by the Licencees and the local police will ensure the same. Apart from the above conditions the following safety measures shall also be ensured:-

Applicants for temporary fireworks licence for sale of reduced emission improved (Green) crackers upto 600 Kilograms may either have a ‘pucca shop’ or ‘temporary shed’ meeting the following requirements: -
However the above condition is not applicable in areas covered under the decision of Hon’ble Supreme Court of India with regard to CWPs No. 499 & 747/93 and 4651/93 and the conditions as per the decision shall be applicable.

In case, your application for temporary fireworks license is rejected:
Application forms will be available at all the police stations and at the Licensing Unit website in Delhi with effect from 27/09/2019.
The application forms (completely filled up) must be deposited with the concern district DCP office by 30/09/2019. The temporary firework license shall be valid only from 06-10-2019 to 29-10-2019 i.e. two days before Dusshera to two days after Deepawali.

Addl. Commissioner of Police, Licensing is empowered to grant a license to store petroleum in the following categories: -

The applicant shall make an application on Form-IX Click to Download as provided in the Petroleum Rules, 2002 to the Addl. Commissioner of Police, Licensing along with the documents as stated at (1) above and a site plan /Key plan of the proposed site duly approved by the Joint Chief controller of Explosives, Faridabad, Haryana.

The applicant shall make an application on Form-G Click to Download as provided in the Gas Cylinder Rules, 2004 to the Addl. Commissioner of Police, Licensing along with documents as stated at (1) above and a site plan/ key plan of the proposed site duly approved by the licensing authority i.e. Chief Controller of Explosives, Nagpur.

Application along with required documents can be submitted in the Licensing Unit, on any working day during public dealing hours (9.30 Am to 12.30 Pm).

The applicant shall make an application on Form-I-A Click to Download. as provided in The Static and Mobile Pressure Vessels (Unfired) Rules, 1981 to the Addl. Commissioner of Police, Licensing along with documents as stated at (1) above and a site plan / key plan of the proposed site duly approved by the licensing authority i.e. Chief Controller of Explosives, Nagpur.
Procedure:-
Application along with required documents can be submitted in the Licensing Unit, on any working day during public dealing hours (9.30 Am to 12.30 Pm).
1. As per Rule 2 (b) of the Ammonium Nitrate Rules, 2012, Ammonium Nitrate means the compound having the chemical formula NH4NO3 and includes any mixture or compound having more than 45 percent Ammonium Nitrate by weight including emulsions, suspensions, melts or gels (with or without inorganic nitrates) but excluding emulsion or slurry explosives and non-explosives emulsion matrix and fertilizers from which Ammonium Nitrate can not be extracted by any physical or chemical process.
2. No licence shall be required for possession and use of ammonium nitrate of quantity not exceeding five kilogram (5kgs) by established laboratories, educational institutions, medical institutions, hospitals and clinics for scientific and educational purposes. However, they must inform local police about the quantity under possession for the foresaid purposes.
Grant of Ammonium Nitrate licences/No Objection Certificate shall be so regulated that no pilferage, fire accidents/incidents resulting in injury and loss of human life takes place. This should be done in accordance with the provisions of The Explosives Act, 1884, The Explosives Substances Act, 1908, The Ammonium Nitrate Rules, 2012 and other conditions as given below:-
On receipt of all the required documents, NOCs shall be sought from the concerned department/Units within a week. On receipt of NOC from all the departments/units, inspection shall be conducted within 15 days and final decision shall be taken within a month.
Apart from ensuring that all the terms and conditions laid down in the Ammonium Nitrate Rules-2012 are followed, the following specific role and functions have been given to the district Addl. CP/DCP and police station under the Rules to ensure that:-
